36% and Rising: The Women Behind Uttar Pradesh’s Workforce Surge

Lucknow: Not too long ago, a woman hurrying to work with a laptop bag & lunchbox was still a novelty in many Lucknow neighbourhoods. Today, she is impossible to miss – healthcare, hospitality, universities, real estate, banking, retail, consulting, startups & government services.

Lucknow mirrors a larger trend seen over the last decade in Uttar Pradesh, where female workforce participation has risen from 14% to nearly 36%. But the real story lies beyond the numbers in how this city quietly redesigned its entire ecosystem to uplift its working women.

Pink Rozgar Mahakumbh, a government initiative, helped 5000+ women secure job offers. Rojgaar Sangam helped them connect with government vacancies & placement drives. Mission Shakti has promoted economic empowerment & skill development. ODOP is helping convert traditional skills like chikankari into sustainable sources of income. Institutes in Lucknow like Uttar Pradesh Skill Development Mission & Mahila Shilp Shikshalay offer vocational training. She In Business & WACA are women-focused networks.

 The UP government has opened opportunities to 29 previously restricted employment categories for women. 10+ lakh self-help groups have connected one crore women to learn income-generating activities. Implementation of laws such as Maternity Benefit Act mandating crèche facilities in establishments & Sexual Harassment Of Women At Workplace Act mandating formal grievance redressal mechanisms have strengthened workplace support & safety.

Working mothers were previously largely dependent on aging grandparents & unskilled domestic help. Today they rely on professional facilities such as Babyz Day Out Creche, Gomti Nagar & Footprints, Indira Nagar & Aliganj. The Working Lady, MomKidCare, MAX@Home, Zenlife have emerged as trustworthy househelp service providers.

 With more women entering the workforce, safe accommodation & mobility have emerged as critical needs. The government has sanctioned 3 working women’s hostels in Lucknow with 500 beds each, which will be up & running soon. MyDidi, Lucknow’s first women-only EV bike service, was recently launched by UP Metro to ensure safe commute for female passengers exclusively. Well-equipped housing facilities like Orbis Hostel, Anu Girls Hostel, Seva Sadan Girls Hostel Pg continue to shelter the women of this city.

 In an era of rising school fees, healthcare costs & EMIs, a second income has become a necessity, not a choice. The impact extends beyond household finances. The Lucknow woman is now choosing higher education, pursuing her passions, travelling & making investments for her future.

 Yet some realities have proved far slower to change. Research shows that the biggest challenge continues to be the ‘double shift’ – women shouldering the majority of the household & caregiving workload along with full-time employment. Retention of women through marriage & motherhood, unlike their largely unaffected male counterparts, remains another major challenge. Having children under the age of 14 has shown a sharp drop in female workforce participation. Safety & transportation concerns around longer shifts add to the problems.

The working woman of Lucknow is no longer an exception; she is increasingly becoming the norm, helping define this city’s economic & social landscape. Her ambitions have already outgrown old expectations. The question is whether the city’s support systems can evolve as quickly as the women who rely on them.
